California To Offer Taxpayer-Funded Healthcare To All Illegal Immigrants

As of January 1, California is set to become the first state to provide health insurance coverage for all undocumented immigrants.

Under this initiative, all undocumented individuals, regardless of age, will qualify for Medi-Cal, California’s counterpart to the federal Medicaid program designed for individuals with low incomes.

Previously, undocumented immigrants were excluded from receiving comprehensive health insurance, with eligibility limited to emergency and pregnancy-related services under Medi-Cal, subject to specific requirements such as income limits and California residency since 2014.

In 2015, a bill signed by then-Governor Jerry Brown allowed undocumented children to enroll in Medi-Cal. In 2019, Governor Gavin Newsom expanded access to full-scope Medi-Cal for young adults aged 19 to 25, irrespective of citizenship or immigration status.

The scope of access was further broadened to encompass older adults aged 50 and above, regardless of immigration status.

The recent expansion, effective January 1, extends full coverage eligibility to approximately 700,000 undocumented residents aged 26 to 49, according to California State Sen. María Elena Durazo.
