Democrats warn that Congress is still facing the threat of a shutdown at the end of the year, despite an agreement on the Federal budget.
The agreement earlier this month between House Republicans and the Democrats was supposed to create a bipartisan framework for annual spending bills that would take a government shutdown off the table.

Congress may have avoided a federal default by voting to lift the debt ceiling two weeks ago, but another clash is expected in September when lawmakers must avert a government shutdown.
