This strategy seems to be directed at entities that Musk holds personal grievances against.
As reported by The Washington Post, X has attracted attention for its deliberate decision to reduce the access speed of links to certain websites.
This move is perceived as a targeted action against companies that have previously been at odds with Musk. Users clicking on links from X/Twitter to the mentioned websites experienced a delay of approximately five seconds before the page content loaded.
